Duolingo is free of charge and you'll not see any advertisements on Duolingo's website or app, you don't have pay subscription free and there are no in-app purchase. Duolingo is available on web and smartphones, you can download it's app if you've Windows 8.1, iOS or Android.

Each course is divided into levels, each level has multiple skills, once you clear all the skills in your level you're awarded with the Lingots, that you could redeem at the lingot store. Duolingo has launched a test center with English Proficiency Exam, test center is a digital language certification program that will rate your language skills on a scale from 1 to 10. For the time being they have kept the test center free, however the company is planning to charge $20 for the service and is also in talks with some universities and authorities about acceptance of certification. Duolingo has also launched Duolingo for schools which is a window into the future of education technology.
